Sounds more like common blood blisters to me. These occur when you masturbate too hard, or have your penis in a strong vacuum device etc., or someone doing oral sex on you is applying a very strong suction. Herpes lesions are characterized by clear fluid filled blisters on a red rashy background area of the skin. Your description sounds much more benign than that. Note that if they go away on their own within 3 to 5 days, they are probably just blood blisters.

Well maybe you should ask your last girlfriend if she had an STD. It could take about 6 months for the symtoms of an STD to occur. Consult your doctor when you can.

Don't mess around. Get to the doctor and get tested. You may find that it's a simple irritation that a topical medication can help eliminate.

Probably just some dry skin or other skin irritation. What you want to use is a penis health creme called Man1 Man Oil. It is made for all sorts of penis skin issues like spots, rashes, dryness, chafing etc. It works very well and can be purchased online.

this does not sound like herpes. this may be hpv or syphilis. if you had herpes it would hurt, itch, and burn. it also could just be a rash but you should visit a doctor to make sure.
