The tasting is part of the caterer's service. Just be sure to thank them for the time and effort put into the tasting. If the service is above and beyond what you expected, you can always adjust the tip at the end.

If you're just tasting it to decide if that's what you want, then no, you don't have to tip. Most caterers build in the tip for the reception in their total cost.
