Rotate between live music and dj - keep the sound lower on dj-ed music so people can talk. Encourge that requests be dropped in a big bucket.
Go w/ different - no one caters to the 80's crowd. Mix up hard rockin' country w/ 80's classics.
Allow smoking - smokers will spend the bucks on drinks and food to have a place to go! Just install a really good air system, like the cigar places have.
Get GOOD bartenders - ones that know what they are doing.
Create a signature drink that comes w/ some little nifty something (think printed rubber bracelets w/ bar name) hooked on the glass.
Have huggies made w/ bar name and sell them at the bar. Promo w/ something like - First beer free w/ huggie purchase.
Have a ladies and a guys night - drink specials on both, plus have some type of door prize. But make it on different nights than other local places so you aren't competing.
Have comfy stools and chairs. If someone is comfortable, they will stay longer, therefore drinking more!
Have a Designated Driver program - in groups of 3 or more, the person that signs up at the bar as the DD gets a free huggie and discounted drinks, or something like that. Have a drawing each month from the DD's for a gift card or something.
Make friends w/ the police by allowing them to send in undercover agents to scout out for drug, gang, etc activity. Show that you want to operate a legal establishment and be the friend of law enforcement.
Make donations (even if they are small) to local charities. Once again, showing community support will help your business.

Depends on whether you mean a club or a bar?
As for a bar, I prefer a bar that is sophisticated and does not have a bunch of cheesy single people looking to get laid. A place where people can go to have a drink but aren't out on a bender. A place where there is nice music that is not too loud and nice areas for conversation. Cool lighting and atmosphere as well.

Needs to be open late at the weekends to save people from having to go to dodgy nightclubs, a beergarden with BBQ's in the summer, knowledgeable and friendly; attractive bar staff. A safe and relaxed environment where half the punters aren't looking for a fight or to cause trouble, a quiz night, live music from time to time, reasonably priced drinks with decent offers.
Toilets that didn't star in trainspotting, food during the day and maybe snacks at night and a jukebox.
I also like a pub to be quiet at times for when you just want a swift half or a chat with the missus and busy and lively at other times when you're in the mood to get down and party!
A bit like the Blessington Carriage in Derby! (And no, I don't work there!)

after working in the catering and hosptality industry for a number of years i can tell you its not easy and it wont happen overnight
the most important element is the staff..........
decor, music, and menu will target a "type" of customer
then its up to the staff,
they have to read the customer find out what they want (a quiet drink or a laugh and joke) the rule is if they have a good experience they'll tell maybe 5 people and return, if they dont they'll tell 10 and you'll never see them again!!
a freindy smile and good intelligent conversation.
staff flirting with each other or talking "one to one" leads to customer neglect and will result in a one off visit!.
any one thing can put someone off, bad food, the wrong drink whatever the problem a good member of staff can diffuse any problem by reading the customer!

Friendly Bartenders and Servers. Clean place. ( no sticky crap on tables and bar, when you put your arms down they stick to it)
Clean restrooms. Lot's of TVs, for sports fans. Friendly atmosphere. Prices not overpriced! Good music on Juke box. Free munchies! ( like popcorn, pretzels etc) Good parking. Bikers don't like their bikes parked to far that they can't see them.
Need windows! Pool Table, Dart machine, Mega-touch machine,. and even a outside deck for all us fresh air people.
Let me know when you get this place going. I'll bring a group!

open at 9am for us retired folks
$1 beer and wine

friendly bar staff, table service, happy hour, cosy seating areas, some history of what the bar used too be or the area was like, old photos? clean toilets and comfortable stools(chairs) are to name a few

tables far enough so you are not sitting on top of the person beside you
ability to get you drink/ food in a reasonalble amout of time
great music
theme nights ... open mike etc..
clean bathrooms/ kitchen
friendly cool staff
various lounge areas located throught to give people a quiet place to sit and chat
good catchy name that makes you want to say it and go in the first place
