I did a party like that some years ago...
Hit the local thrift shop - they have some wonderful stuff, that can be happily re-used. all tye and dye type of stuff, including bed covers, curtains, bead curtains... for clothes, you can go pretty wild - see the Spy who Shagged me for inspiration!!!
For my party, I did a lot of stuff myself as well:
I purchased in a craft store beads by the bucket, then strung them - I had fun doing that with a friend (and some wine....), and it looked great
Also, I love painting and crafts, so I got some cardboard, and painted with large colorful flowers to cover a wall (remember flower power???) you could even pre-cut a couple of basic flower shapes (or peace signs) and color spray them on cardboards, so you can then get rid of the decoration... I prefere to paint on cardboard, as plain paper is too flimsy.
For the food, you can stay simple: sandwiches, beer, and some pre-mixed margaritas in pitchers... :) or a barbecue with hot dogs and hamburgers...
Don't forget jell'o shots!!! (1 jello box, mix 1 cup of hot water, add 1 cup vodka, cool well in little sauce mini-cups that you buy in any party store). you can mix alcools and tasts (lime/tequila, orange/vodka, pineapple/ruhm... ), but eat responsibly!!!

you should definently rent a disco ball cheap if you don't already have one... you should have it be a 70's Disco Roller Skate party! Roller skating was really big in the 70's and it would be fun... hope that helps... (if you do a skate party you'd want to wear short shorts, tube socks, white t-shirt, and your hair like Farrah Fawcett hair... rent a lot of pairs of skates... all sizes)

well we, had polyester shirts, leisure suits. platform shoes. disco ball. skinny headbands, Dont remember much else, lots of drugs and drinking. Dont do that. Be Cool & Enjoy!
