This could be as simple as not washing properly. They could be small penile warts that can occur due to sweat and bacteria normally on the underside of the penis.
consult your doctor and he will sort you without embarrassment.

1. Some STD/STI can be contracted through skin to skin contact, without actual penetration.
2. Any of a variety of dermatitis can also be found on or near sexual organs.
In either case, you should be seen by your primary care provider so that you can be treated and receive important information. Don't be embarrassed. If this is a STD/STI-this is confidential by many State laws so you have the right, even if a minor, to be treated and without even parental consent. The important thing is to be treated. A simple thing like a mosquito bite that needs attention can turn into a problem. If you don't have insurance, go to a local department of health.

First off its highly unlikely that you would get an STD from a damn toilet. They could be a couple things razer bumps. They could also be caused from sweating. If you've had any type of sexual contact you should go see a doc. Just to be on the safe side. You also can't get an STD from a pool/spa to many chemicals. Only skin on skin contact or sharing fluids.

Honestly the ones on your scrotum could be hair follicles...and the ones on your shaft are just little "nerve areas" that are more sensitive than places that don't have them on there.
But if it still freaks you out...go see your doctor.

yes this is caused by heat or laundry detergents. If it itches mix cortisone cream and yeast infection cream(equal parts) and rub on twice a day. Calamine also makes a pink powder that's water proof it helps if its just heat.

Do you shave down there? If you do it could be razor bumps. If they don't itch, burn, ooze, or spread than it is probably not an STD. If you are really concerned though you should call your doc.

Most likely hair follicles. I know people are saying go to a Dr - but if there is no pain, odd color or burning - 99% its just raised hair follicles.
