This is an essence that is added to water such as rose petal,
jasmine, orange blossom, honeysuckle... it perfumes the water
and adds a slightly sweetened taste. It's basically an old fashioned Indian mouthwash used by royalty centuries ago. It cleanses & refreshed the palate. There are many different combinations & variations depending on the personal preference of the "royal".
Most often, rose essence was favored. It's called "gulab ki pani".

In south India, they do make a spiced water by adding cumin to water. It is called Jeera water, jeera means cumin. I am unsure of the exact recipe though.

well half of my family members are from southeast Asia and i never heard of this spiced water before, you sure it's a type of water or some kind of light soup

No large secrets and techniques right here.. sparkling lime juice, salt, floor warm cayenne pepper, floor black pepper i prefer to operate some Ajwain (Carom) also. once you do not have any Ajwain, attempt Oregano leaves
