IAs close as I can tell, marathi mugga comes from a species of eucalyptus tree native to the region where Marathi is spoken. As such you won't find it in the West. I don't know what would substitute well - perhaps try some nutmeg or mace.

It looks like Paththar ke phool is a species of anise, related to chakra phool (star anise). These you can find readily in most non-discount supermarkets, although the actual flavor may be similar to european star anise than to that found in the subcontinent.

Check Penzey's spice store on line. They carry everything you can think of along with spice origins and additional info.

Know for a fact that they carry star anise /broken or whole.
