Yes, but alcohol's effects are psychological.
There are professors at my university who have done alcohol experiments. They gave one group of students alcohol and another group something that tastes like alcohol. Almost everyone showed signs of intoxication, even if they got non-alcoholic beverages.
Another test they performed was in a medical setting, where a patient would get an IV drip with alcohol in it. When asked how they felt after a certain amount of time, these patients always answered that they felt nauseated and drowsy. Not one reported that they felt uninhibited.

Alcohol has been proven to lower inhibition, as well reduce one's ability for decision making and reasoning. However, I believe that a more important factor lies under the surface. Alot of people use alcohol as an excuse for otherwise unexcusable behavior. For example, a girl who is pretty nice, but turns into a $!ut after having a wine cooler. "I know I had $3x with your boyfriend, but I was so drunk, I didn't know what I was doing."
Drink if you want, have $3x if you want, whatever. Just don't use the alcohol as an excuse for hypocritical behavior.

Alcohol can reduce inhibitions, making them more open to the idea, however, it decreases performance and pleasure for both the man and woman and because it lowers inhibitions, it is also more likely to cause babies and spread disease. Be careful, drunk sex is a good way to regret sex.

Yes, alcohol lowers people's inhibitions. Simply put, it gets rid of some of a person's better judgement, and they do things hey wouldnt do sober. This includes everything from wild dancing to yes, sex.
