If you have a Wal-Mart SuperCenter in your area, they will have all the things you need. If not, then Albertsons should have what you need. Though I understand how important it is for humans to have animal protein, I can't drink milk and I don't like eggs, so I have bought both of them from WM SuperCenter and I have seen Soy Milk in Albertsons, not sure about the fake eggs though. I am pretty certain they do.

I don't know if you can get all those ingredients at those places that you mentioned. I usually get mine at health food stores. Since you don't have one readily available, here is a vegan chocolate cake recipe that does not require anything special. You should be able to pick up all the ingredients at Walmart.
Easy Vegan Chocolate Cake
Ingredients (use vegan versions):
3 cups flour
2 cups sugar
6 tablespoons cocoa
2 teaspoons baking soda
1 teaspoon salt
2 cups water
3/4 cup vegetable oil
2 tablespoons vinegar
2 teaspoons vanilla
Directions:
Preheat oven to 350 degrees. Mix dry ingredients first. Once the mixture is even, mix in wet ingredients. Continue mixing until you obtain an even batter (no lumps). Pour into a cake pan and bake for approximately 40 minutes. I recommend topping the cake with Chocolate Frosting by Sarah (on the vegweb).
Serves: 12
Preparation time: 15 min
Remember that white sugar is NOT vegan. Depending on how strict the person is. You may want to look for raw sugar.

Try this one, it doesn't need those items and so nice.
Welfare Cake
This cake is so moist that you would swear it was from a box!
Original recipe yield: 1 - 9x13 inch pan.

2 cups white sugar
1/2 cup unsweetened cocoa powder
2 teaspoons salt
1 tablespoon baking soda
1/2 cup vegetable oil
2 tablespoons distilled white vinegar
1 1/2 teaspoons vanilla extract
2 cups water
DIRECTIONS:
Preheat oven to 350 degrees F (175 degrees C). Grease and flour a 9x13 inch pan.
In a large bowl, combine flour, sugar, cocoa, salt and baking soda. Make a well in the center, and pour in the oil, vinegar, water and vanilla.
Mix well, then pour into a 9x13 inch pan. Bake at 350 degrees F (175 degrees C) for 40 minutes, or until a toothpick inserted into the center comes out clean.

Crazy Chocolate Cake
Absolutely one of the best cakes I've ever had. Use cake flour for best results.
3 cups flour
2 cups sugar
2 t. baking soda
1 t. salt
1/2 cup cocoa
3/4 cup oil
1 t. vanilla
2 T. vinegar
2 cups water
Mix the dry ingredients and then add the wet ones, and mix until smooth. Prepare pan(s) by greasing and flouring lightly. Pour into 24 cupcake pans, two 9-inch pans, or one 9X11-inch pan. Bake at 350 degrees for approximately 20-25 minutes (cupcakes), 30 minutes (9-inch) or 50 minutes (9X11). Test with a toothpick to make sure it is done all the way through. Cool. Ice with favorite frosting.
* You'll notice not one animal bi-product is used in making this and trust me is is GOOD!!!!

egg substitute: energ-e egg replacer (directions on the box 1 1/2 teaspoons to 2 tablespoons water = 1 egg, but use soy milk instead of water for better flavor)
if not:
1/4 cup soft tofu blended or
3 tablespoons of apple sauce or
1/2 a banana
butter: soy garden by earth balance
(you can use oil if you cant find soy butter)
soy milk is really easy to find anywhere. edensoy is great for baking.
Just made a vegan cheesecake (2 actually)
3 tubs tofutti cream cheese
1/2 cup soy supreme sour cream (tofutti)
3 "eggs" (replacer)
1/2 cup sweetener
super easy if you can find the stuff, check you might be surprised

Try looking up Vegan cake recipes online. That might be easier way to go about it because then you'd have exact measurements (like you might not need the same measurement of soy milk that you'd normally use of regular milk). Good luck!

I can tell you a easy preparation. Take one or two glasses of Maida. two glasses of sugar. half glass of any chocolate powder. half glass of butter. Pieces of Badam, Cashewnuts, Cardamom, Plums, Cherries etc. as per your liking. Mix all these ingredients together and make a fine paste, like dough and knead it well. Once this is over, put it in the oven pan and start. After sometime, you may get a good flavour of the cake baking inside and that's the time you may switch off. a nice flavoured eggless birthday cake is ready for your friend. taste it, your friend is sure to get baked.

My local Publix and Winn Dixie carry soy milk. I have seen egg sustitute in "conventional" grocery stores, but couldn't say which ones. For the margarine, you can sustitute vegetable oil or vegetable shortening.
Have you considered doing a "raid" on your friend's kitchen for some of these supplies?

Smart Balance is in most supermarkets and it is Vegan and soy milk is sold almost everywhere but some brands are actually not vegan. Look for recipes on Vegweb.com and see what those folks use.

Bake the cake from scratch using any recipe. Substitute milk with soy milk and substitute eggs with bananas.
