Sprinklers, water guns, water balls (they soak up water, then go splat when you throw them), bubbles. Fill a kiddy pool about 3 inches deep and put the balls and bath tub toys in it.

Be sure to state in the invites that it is a water party so the parents can bring dry clothes and a towel. Be sure to have a couple bottles of high SPF sunscreen on hand in case anyone forgets.

Serve lots of water and juice. Go w/ cold finger sandwiches, etc.

You can also pick up an ice shaver at wal-mart for about $20 (made by rival). Shaved ice and flavored water would make great snow balls and you don't have to worry about the color staining anyone's clothes.

For a party favor, you can send each toddler home w/ a tub toy or a small beach ball. This time of year you can find all of this stuff cheap at any dollar store.

I suggest NOT using a kiddie pool, as there is a huge risk of drowning (which is horrible in itself but also comes with legal ramifications). Why not get out a few different sprinklers and let the kids run through those? Also, you can serve up fruit-flavoured popsicles and ice-cream sandwiches (try making them with frozen yogurt for a healthier choice).

Have them bring their little swim suits, have a kiddie pool for them to play in with toys, etc. Parents can join in too if you have regular pool. Make sure there is plenty of juice and water to drink.

Go to walmart and get the sprinkler ball the kids will love it. You attach it to your hose and the ball inflates and the sprinkler part keeps the ball in the air. Lots of fun. I wish I could have remembered the name..Happy cake and ice cream day to your baby.....

Make Ice shapes and have them play hot potato to music.
Also, fill balloons with water and hang them like pinatas, parents can help.
