chlamydia is a bacterial infection and its easily treated, if the rumor is even true she probably knows she had it because she went to to a doctor who probably prescribed her antibiotics so she no longer has it. plus people usually get chlamydia downstairs not in their mouth.
on a side note, this is kind of weird....

Well, first of all, chlamydia is a sexually transmitted disease, so if you're just going to be kissing each other up and you're not planning on bumping uglies with her, you don't run much risk of getting it.
Second of all, if she is such a good friend, perhaps you should say to her something like "hey, someones been spreading rumours you've got chlamydia, have you?" If she's THAT much of a good friend, she'll tell you the truth. If she has, she needs to get treated. If she hasn't, then tell the employees at the rumour mill to get a life.

you really would not like to have any souvenir of this encounter other than the memory of it. you should be safe if you go through with this one. i know it would be hard but i think you should first find a way of confirming if the rumor is true.
out of curiosity, why are you doing this? is one of you a lesbian? peer pressure? or just for the mere fun\experience of it?

If you are making out with a friend then she is more than a friend.
Plus I would not make out with anyone who has ANY form of VD...

well unless you're kissing the OTHER set of lips...
I'd not worry that much about Chlamydia.
Two questions:
Why doesn't she get treated?.. it's very treatable.
Why are you making out with your friends?

Not unless you want Chlamydia. Tell your best friend to get her skanky butt tested. Then party on dudes!
