Too much blood to the legs and feet.
Talk to your doctor, as i'm not completely familiar with all of that. Elevating her legs is the best idea. She should also start working out her upper body, weight lifting or doing crunches or that sort of stuff, to circulate blood through her body. Crunches will elevate her legs and help blood run through her body by dilating the veins and arteries.
If she smokes, tell her to stop smoking for a couple days, as smoking causes your arteries to harden, lessening blood circulation.

Sometimes the swelling in feet can represent extra salt intake from food etc especially in the summer with picnics. However increased swelling in the feet and legs can represent the heart working harder and not being able to pump as well, early congestive heart failure. If the water pill isn't getting the swelling down you should talk to your doctor about what they want to do. |I wouldn't wait and see how long it takes for the swelling to come down more than the morning especially if it is worse now.

Diabetics are, unfortunately, prone to a number of complications , especially if their blood sugars aren't under tight control. Among these complications are heart and kidney problems. It sounds like your wife might be suffering from one or both of these issues. Get her to a doctor or ER ASAP.

your wife may be on her way to severe complications if she does not seek medical help asap. It sounds like the swelling or edema is caused by poor venous return due to probable heart problems. In any event, this does not sound good and you should seek immediate medical help. Get off the water pill as this will not remove the protien buildup in her lymphatic system and will only make her situation worse.
