If you give oral, your partner can give it to you through oral secretions. You wont give it to your partner through saliva. The myth that you are asking about is just that. A myth. That is why condoms are pushed as a way to prevent the spread of HIV. But keep in mind that condoms are only 99.9% safe barring human error.

No, Using protection protects you from any STD. The only way is if the condoms are old or expired and has a hole in them, or they break. always buy condoms as you use them. Never keep for a very long period of time. The newer the better.
