I would let him come to Cali just because you're familiar with your area and that way you can meet in a public place. And if you don't feel comfortable with him knowing where you live right off the bat you can ask him to get a flight that includes hotel. So you have that option of visiting him at the hotel and leaving when you wish. On the other hand, if you feel comfortable then you can go to NY but I wouldn't just because it would be the 1st meeting and it would technically be in his "territory."

What you should really do is ask yourself why you are going to attempt at having a relationship with some guy who lives thousands of miles away. Are you sure you'd like to put all of that stress on yourself if you REALLY like this guy. Lets say you meet and have a great time. He'll have to go home eventually at which point you'll be striving for more time with this man. Is it really worth putting yourself through all of these emotions? There are only 3 billion more men out there in this world so get to know some of them and don't focus on one that lives so far away. You'll be a much happier person in general, trust me. Long distance relationships usually fail anyway.

What if you don't like him once you meet him? I would make him visit first cause I'd feel safer at a place that I'm familar with. At least you don't have to be lost and stuck with someone you don't like.
