Yes Domestic and International are different. Most domestic carriers charge you for anything over 50lb. 50-70lb is $25-50 and 70lb-100lb is $50-100. 100lb and over is a rate per lb. International is charged per kg over 50lb depending on the airlines limits. Most US carriers have reduced their baggae allowance on International flights from 70lb down to 50lb for each bag. If you are connecting to another carrier and your bags are checked through to your destination it can get really expensive because then you have to not only pay the first carriers overweight fee, but also the other airlines fee which can be higher.

It depends on the airline. United charges a flat $25 per bag fee for overweight bags (domestic flights only). USAir charges $75 (domestic only) and some airlines will not even accept the bags.

Depends on the airline. Some charge a flat rate, some chage a rate per lbs/kg, which could get pretty expensive. You're best bet is to ask the airline directly to see what they charge.

To complicate things even more, you are usually allowed two check in bags on the international flight. But if you plan to fly domestically once you reach your destination, you may be allowed only ONE check in bag. (i.e., LA to Australia = 2 check in bags, BUT Sydney to Melbourne = 1x40 pound bag). The moral of the story is: Pack everything in one check bag (underweight because you will come home w/more than when you left) AND buy a luggage scale (about $10) from a place like magellans.com.

It depends upon the sectors you would be travelling. I give you some examples:
Delhi-Bangalore - Rs.152.65 per kg
Delhi-Chennai Rs.53.85
So, you will have to check up with the concerned airlines which you will be using, as different airlines have different rates.

depends on the airline you travel on..but yes generally international flights are much more expensive...think in terms of how much fuel it takes to lift that bag to 35,000 feet for 13 hours.

Yes, the rates are different. But it is very expensive. Plus, remember: when your bag is overweight, you pay not for "extra" pounds/kilo, but for the entire bag.
