Either one is fine, unless the person is now dead, in which case only Sentence One is appropriate. I would probably use One, unless the last pool game took place very recently (say at an evening of pool-playing).

Although both are correct(in the sense of the verb tense), sentence one gives the implication that the person is no longer alive and thus 'was'. A preposition should never end a sentence. The correct form would be "With whom did you last play pool?"
