It's not the size, it's what they were bred to do. Border Collies, Dobermans and Terriers are the most intelligent - but that's not always a good thing. Terriers use their intelligence to get OUT of doing what you want. Border Collies have so much energy that most people can't keep up with them.
The easiest dogs to train are smart enough to learn what you want and cooperative enough to do it. Poodles, German Shepherds, Golden Retrievers and Shelties fall into this category.
Dogs like hounds can seem incredibly stupid until you watch a bloodhound track someone for miles - then you realize that their intelligence is so specialized that tracking is all that they can do.

Technically, a Chihuahua puppy could be smarter than and adult Newfoundland due to training. Although, in a book I read it had a list of memorable dog breeds and for most intelligent it said collie. So the bottom line is that most tall dogs are more intelligent rather than small dogs.

I wouldn't know, each dog has their own level of intelligence... people do too. Intelligence levels vary in people, dogs and other animals.

all dogs are smart in their own ways, tall or short, but i prefer, if your getting a dog, to get a big dog.
