1) To desguise the camera. Most people don't know it's a camera when they see a dome.
2) To prevent you from knowing where the camera is pointing to. This will discourage someone trying to hide from the camera.

Some plastic domes are used to enable the camera to move to point to a target. I have seen some cameras that are used outdoors that have a wide range of movement. I don´t think is your case. Fixed cameras are mounted in big metal boxes. The small ones can be happily fitted in domes like the one you are talking about. In any case avoid eye contact for your own safety.

Because cameras are very gaudy and look horribly unattractive, that's the aesthetic reason. The functional reason is as stated above: so you can't tell whether you're being watched. The dome could also hide the fact that there is no camera there at all--they just want you to think you're being watched so you behave accordingly.
