Say a local swimming pool is violating safety regulations, and the pool/park administrators aren't doing anything about the problem. Is there generally a state agency that could be contacted to investigate something like this, and if so, what would it be?

The local health department licenses these type of public places.
If that doesn't work try the City offices such as permits department. Especially if it is a city public pool.
when all else fails go to the media, most major networks have a "in your corner" catagory and they are always looking for news stories. Good Luck!

file a complaint with the local administration, the mayors office may be good. do it in writing, use a cc because you are going to send the same letter with the mayors name on it,, to the gov. the board of health, child welfare, who ever covers what your worried about.
