Because they're liars.
Oddly, most of the time they say it, they do mean it. What would cause a person to believe otherwise is simply that their definition of love differs from the addressee. Men often feel the same way of women when they say it feeling that it's only money/security/complacency that they seek- just as women feel that what the man's ulterior motive would be with those words is to be laid, cleaned, and fed.
Sadly, neither of us are usually far off.
To say the words "I love you" and not truly mean them would be selfish, manipulative, and of course dishonest. BUT- to not say them and mean them would be an amazing display of true character.

Most women make the mistake of saying "I love you" first. Men tend to think that they "have" to say it in order to keep that woman happy. Or, they know that's what the woman wants to hear (especially if he is trying to get something from her) And sometimes, in their own minds, they might mean it. To some women - "I love you",(a definite commitment message) means I want you for the rest of my life and will marry you - in other words, they read way more into it from their own emotional stand point.says it first. Mixed messages - that's what has happened for many years between men and women.

Possibly that they don't even know what love is, or unsure about their feelings, or just want to make the other person feel better of themselves by saying it to them.
I've been in the position where a guy said, "I love you" only to go back and ask out someone else.
Really does hurt, so if you men out there do that, please stop that. Don't rise up false hopes. Almost like a one-night stand (which I didn't do by the way...).

Why does any human being lie???to get something they couldn't get otherwise, men will say anything for sex FOR EXAMPLE;
If the only way men could get sex is to speak Swahili, men would be fluent in it by 9th grade

Because they're trying to make a girl feel good, not knowing it's a word you should NEVER throw around and use lightly. I wouldn't say it unless I meant it, because it involves a lot more than words... like respect, giving, and commitment.
