If you don't have insurance, you need to find some or purchase basic liability through your local DMV.

You don't. You put insurance on your car. If you don't own a car, you don't need insurance.
Whenever you drive someone else's car, you must make sure that they have valid insurance. As the vehicle operator, you are responsible for ensuring that the vehicle has insurance.
Many isurance companies will sell you a general liability insurance policy that will protect you when you are driving someone else's car as well as any other liability claims against you. This type of insurance generally does NOT cover vehicles that you own, however, but will supplement auto insurance policies for those vehicles.

??? Assuming you are talking about auto ins, you do not insure your license, you buy ins on your car and the ins agent will provide you with proof that you have purchased the ins. You then show this proof of ins to the DMV.

most states you can call and get quotes to put insurance on your license, but in most states you can not have a vehicale registered in your name , while your license is insured
