Fly into National. Dulles is way out in the countryside, you would spend most of the time in a cab.

At National, you can be on the Metro in under 10 minutes. Take the yellow line, it has an incredible view as you cross the Potomac.

If you get off at L'Enfant Place, you are only a few blocks from the Mall (Air and Space, Hirshhorn Museums are closest)

If you want to be closer to the monuments, at L'Enfant, take the blue line to Smithsonian. About 3 blocks to the Washington monument.

You probably have enough time for one or two museums.

Yes, hold on...
Reagan (or National as I know it)
now called Reagon National Airport
is really close, on the south side of the Potomac River. Taking a taxi to the Capitol will cost about $16. Metro is cheap and easy to navigate.
Once you are "on the Hill" everything is right there.

Dullas is out there. Metro doesn't go that far. Taxi would be expensive.
