If it's small enough, you can do that, but the post office requires that all boxes over 16 ounces (one pound) be brought to the post office to be weighed and examined. (New security procedures in place after 9/11)

Yes, you absolutely can. all the US Postal Service cares about is whether or not they got the money. They don't care if you give it to them all at once from a postal meter, or 39 cents at a time with stamps. (I would use 1 cent stamps, and make them pay for all the paper those stamps are printed on!)
