My bf and I are going to New Orleans in mid-july, and we are unsure about places to stay when traveling on budget as well as what parts of the town were damaged and what parts are safe. Any help that you may offer would be great.

Anything downtown, in the french quarter, or uptown should be in pretty good condition. The French Quarter is the best choice.

There is a Holiday Inn in the quarter that usually has good rates, and the Monteleone is usually a good bargain and location.

This is a horrible time to visit New Orleans. I would highly recommend you come here in the early spring or late fall. It is ridiculously hot and humid(unless you come from the tropics to here you will be fried alive) here that time of year and many people here go on vacation so there isn't much going on except watching the weather channel and being paranoid of hurricanes and west nile virus mosquitos. Crime rates spike that time of year too. New Orleans thugs love to kill tourist.
If I were you I'd stay outside of the city of New Orleans and rent a car. The city of Covington is very nice and it is just across lake ponchartrain from New Orleans on the causeway. A hell of a lot safer place to stay at night within easy driving distance of New Orleans. Most hotels have a shuttle bus to take you into the city. Slidell has a similar environment. Most of the tourist areas of New Orleans are fully intact and operational.

We stayed at the place de arms, and it was really nice. It is in the french quarter, and close to everything.
