I would say that He endorses it.
"Let every soul be subject unto the higher powers. For there is no power but of God: the powers that be are ordained of God. Whosoever therefore resisteth the power, resisteth the ordinance of God: and they that resist shall receive to themselves damnation. For rulers are not a terror to good works, but to the evil. Wilt thou then not be afraid of the power? do that which is good, and thou shalt have praise of the same: For he is the minister of God to thee for good. But if thou do that which is evil, be afraid; for he beareth not the sword in vain: for he is the minister of God, a revenger to execute wrath upon him that doeth evil. Romans 13:1-4
However, that doesn't mean that God wants people to be put to their death for crimes without being shown mercy and compassion first.

He says we must answer to man's law in this world.
He also allowed Moses many rules that included the death penalty. So I suppose He's for it.

He is pro as says in Numbers 35: 16-21-"If a man strikes someone with an iron object so that he dies, he is a murderer; the murderer shall be put to death. Or if anyone has a stone in his hand that could kill, and he strikes someone so that he dies, he is a murderer; the murderer shall be put to death. Or if anyone has a wooden object in his hand that could kill, and he hits someone so that he dies, he is a murderer; the murderer shall be put to death. The avenger of blood shall put the murderer to death; when he meets him, he shall put him to death. Cain killed his brother Able. God put a mark on Cain warning no one to kill Cain. Therefore, we can conclude God is against the capital punishment.
