Some favorites are:
Inside a Barn in the Country (kids love singing this one!)
Leo Leonni books are fantastic
The Remarkable Farkle McBride (by John Lithgow - it's something you will have to read enthusiastically, but my class loves that book.)
Most 4 year olds love animal books... my class will sit for a long time just looking at pictures of different animals!

Goodnight Moon, which is simple for both, a pokemon or fiction/adventure for boys(but still basic), or a barbie, bratz, or strawberry shortcake for girls(keep it basic). They should only have 10-15 words per page, and 10-15 pages. to teach to read, try teaching them a page at a time untill they can read 1 page. then keep teaching them page by page, always going over old pages.
