i need to know how to make a pic clearer. I have a pic of my friends license plate but its not a good shot. I just need to know how to enlarge it and make it clearer.

If it is a digital image, try opening it in Google's Picasa. It's free from Google and may help you sharpen up the image. Keep in mind though that digital images will tend to degrade if enlarged too far. This would require a more sophisticated piece of software like Photoshop which even then would have limits.

It's also worth noting that the thing where you enlarge an image on the computer and it becomes clear, such as when an unreadable license plate magically becomes readable somehow, only exists in stupid movies and TV shows written by clueless writers, who have a less than stellar understanding of how digital imaging works.
The reason I bring this up is so that you wouldn't have any unreasonable hopes or expectations created by bad movies and TV shows.
