Dead people don't talk ... they have to be alive to communicate, don't ya think? So a dead person wouldn't be talking to you, it would be a living spirit. If all things are created by God, so too were the spirits you refer to.

Yes, but it is witchcraft and the bible says in very clear terms it is a NO-NO as follows
According to the Bible, angels and evil spirits are real. Satan, also
called Lucifer, or the Devil, is the leader of the evil spirits. All
evil spirits were originally good angels created by God. However,
about a third of the angels chose to become evil. They decided to
follow Lucifer, a very powerful angel, in a rebellion against God.
Isaiah 14:12-15. Ezekiel 28:12-17. Luke 10:18. Revelation 12:3-9.
Jude 6, 9. 2nd Peter 2:4.
Satan of course was powerless against God. 1st John 4:4.
Matthew 28:18. He was thrown out of heaven. Satan is now the false
God of this world. 2nd Corinthians 4:4. Most people on earth choose
to follow Satan to eternal destruction instead of following God to
eternal life. Matthew 7:13-14.

Astrologers in the Bible... The Lord Jesus is the only ONE that can Tell the Future.. Dividers of the heavens Daniel 1:20 And in all matters of wisdom and understanding, that the king enquired of them, he found them ten times better than all the magicians and astrologers that were in all his realm. Daniel 2:27 and 28 Daniel answered in the presence of the king, and said, The secret which the king hath demanded cannot the wise men, the astrologers, the magicians, and soothsayers, shew unto the king; But there is a God in heaven that revealeth secrets, and maketh known the king Neb-u-chad-nez'-zar what shall be in the latter days. They dream, and the visions of thy head upon they bed, are these; Isaiah 47:1 Come down, and sit in the dust, O virgin daughter of Babylon, sit on the groud: there is no throne O daughter of the Chal-de;-ans: for though shalt no more be called tender and delicate. Isaiah 47: 13 Thou art wearied in the multitude of they counsels, Let now the astrologers, the stargazers, the monthly prognosticators, stand up, and save thee from these things that shall come upon thee. Isaiah 47: 14 Behold, they shall be as stubble; the fire shall burn them; they shall not deliver themselves from the power of the flame; there shall not be a coal of warm at, nor fire to sit before it Daniel 4: 7 Then came in the magicians, the astrologers, the Chal-de'-ans, and the soothsayers: and I told the dreams before them; but they did not make known unto me the interpretation thereof. Daniel 5: 7 and 8 The king cried aloud to bring in the astrologers, the Chal-de'-ans, and the soothsayers. And the king spake, and said to the wise men of Babylon, Whosoever shall read this writing, and shew me the interpretation thereof, shall be clothed with scarlet, and have a chain of gold about his neck, and shall be the third ruler in the kingdom. Then came in all the king's wise men: but they could not read the writing, nor make known to the king the interpretaton thereof.

Yes it does. In the Old Testament King Saul summoned the spirit of a dead profit (Samuel) from a woman called the Witch of Endor. 1Samuel 28

Yes at Deuteronomy 18:10-12 "There shall not be found among you any one that maketh his son or his daughter to pass through the fire, or that useth divination, or an observer of times, or an enchanter, or a witch. 11 Or a charmer, or a consulter with familiar spirits, or a wizard, or a NECROMANSER 12 For all that do these things are an abomination unto the LORD: and because of these abominations the LORD thy God doth drive them out from before thee." _____ Necromancy (Latin necromantia, Greek νεκÏομανÏία nekromantÃa) is a form of divination in which the practitioner seeks to raise the spirits of the dead in order to gain knowledge of future events from them, or to acquire special powers from such entities.
"For the living know that they shall die: but the dead know not any thing---- Ecclesiastes 9:5
"Put not your trust in princes, nor in the son of man, in whom there is no help. 4 His breath goeth forth, he returneth to his earth; in that very day his thoughts perish"__Psalms 146:3,4
So the dead are unable to see, think or feel.
