YES. Almost any federal financial aid can be used for books. Every financial aid office is required to establish a Cost of Attendance (COA, sometimes called a "budget") for any student receiving financial aid. Essentially, federal regulations allow a school to include any or all of the following items in the student's COA:
* tuition
* room & board (on- or off-campus)
* books & supplies
* a "reasonable allowance" for personal expenses including a computer
* dependent care
* transportation
So, if even SOME of these things are included, it's possible (common, in fact) for a student's financial aid to exceed his/her billable charges (tuition, fees, etc.). Were this to be the case with you, any aid not credited to your bill would simply be turned over to you in the form of a refund check. You could then use it to cover books -- or anything else you saw fit.

your financial aid package will include your pell grant, loans, scholarships, work study, etc. the school will take out all tuition and fees (housing costs too, if you live on campus). whatever is left over (if there is some left over) will be given to you as a lovely, and often late, check. that check is yours to do with as you will. pizza, deodorant, rent, phone bill, books, etc. whatever you need to spend the money on. hope this helps.

It depends on if there's anything left after tuition. When I was going to community college, it pd for my classes, books, supplies from campus store & I got about 900 back as a refund around mid-semester. Now that I'm going to a University online, it only covers about 1 & a half classes per semester.
