You can exchange dollars for euros at all airports on arrival, or you can ask your bank to change money for you, I think you have to give them a few days notice for them to procure the cash. You can also pay by credit card practically everywhere in Europe. (Even on toll roads!). It used to be very easy to change money anywhere, but with Europe having unified their monetary system, there are no longer little Change offices everywhere like there used to be, and banks don't generally change cash anymore, they send you to a main postoffice.
Don't change your money in the UK if you stopover at the airport there (unless you are planning a stay in the country)...
they charge you 2 commisions..one to change your dollars into pounds, and the second from pounds into euros.

I think we used cash when we exchanged our money. We did it at the airport before we left. They have a special area in the international terminal with displays of all the exchange rates. You just tell them how much you want & they take care of it. Really very simple...once you have figured out how much you want to exchange! Since we live close to O'hare (Chicago) we were able to do this about a week before our trip. You can keep an eye on exchange rates in the paper or on the internet. You should be able to use your credit card in France, but know that the credit card company will charge a 3% exchange fee. You should also be able to use a debit card in an ATM there.(probably also has a fee.) We were told by our bank that there would be no fee (the 3%) if we used our debit card, but that was not the case! I've heard that the best way is to get an American Express "gift card" that you can use & expenses are just deducted as you go.

You get the best exchange rate when you use an ATM. It's also the safest, since you don't have to walk around with a lot of cash.
You can't get cash on a credit card.
