There is a card game called Skip-bo, but I've never heard of Sic-bo.

Mabey you are thinking of skip bo? Skip bo is a card game but I don't know too much about it.

I think you mean Skip- bo, and if you do, then yes, it is a card game played along the lines of Uno.
