The best answer is : Not today, my friend.

This is a kind answer that is true. You are not giving today, but you may give another day. It is also respectful.

if a homeless person asks me for money i tend to ask when they last had something to eat

if it wasnt all that recent i ask them where the nearest cafe or fast foodie is to take them there for a meal

the time being treated like a real human being is far more than just handing over cash (which btw i would strongly advise against doing)

if they are not hungry then they probably are not all that desparate for money

You have to stand firm. What I say is "sorry, I don't have any". And keep on walking or driving. You have no reason that he/she should expect an explanation.
You said you work hard for your money, it's you're choice.

I offer to buy them food. Once I took a bum over to KFC and bought him some hot, fresh biscuits. He gave me a really disgusted look and exclaimed "I don't want no biscuits - I want me some chicken!!"

Needless to say, he must not have been that hungry. Beggars can't be choosers.

I ate the biscuits myself.

I look the other way...say I can't...I don't have any money. Some people ask them if they can buy them a sandwich instead of giving them money. I think that would be polite.

1. If a man won't work, he shouldn't eat.
2. I'll buy you something but I won't give you money.
3. Ask them for $ before they get a chance to ask you.

I once had a bum ask me for money , then when he looked at me he realised that I was worse off tham he was so he apologised to me. I thought that it was funny, being apologised to by a beggar
