Formatting does not erase file It sorts out the sectors on the disk so the actual files are still there, a good undeleter or recovery program can still find these files.
the two ways to delete information off the disk is to use a bulk eraser or to load the whole disk with ones or naughts or any other files you don't care about. Then erase the disk of this information and start again.

There are some file recovery programs available via the internet. some are freeware and some charge. If you find a freeware with good user reviews, you might want to give that a try. But just about everyone says these file recovery programs don't do a very good job on music and video files.

No not possible when you formatted, you've erased it all. Well, I think some government super guy could get into your hard drive but that software runs into the 100's of thousands

All of lost or deleted files are not gone. They are somewhere inside your system. If you can hack it, you can find them. Unless use shred your files. Then you won't find them again. There are some free software where you can retrieve your deleted or lost files.
