Well, they don't have to not drink at all, but try to warn them against drinking to much. Everything in moderation.

If they have made up their mind to drink, they're gonna drink. If that's the case, go with them and but stay sober.
Be the designated driver so they get home safe.
Watch the drinks so nobody spikes 'em.
Talk to the wait staff so that they don't bring 'em too fast.
Keep 'em from doing something they will regret.
Help them see the next day.
It's the best gift you could give.

How else do you tell them to live their life. You sound like a great friend. I have trouble deciding for myself what the best path for ME is. Are you available to tell me what I should do.
BE a real friend and be there for them. Offer them a ride if they need it. Laugh at them when they are terribly hung over and suffering. You can even go so far as to remind them(as equals) that getting plastered is not a good idea and that you hope they use common sense, but DO NOT try to tell your friends how to live their lives. IF you feel the need then you aren't their real friend.

They will probably drink anyway if they are turning 21. Maybe you should offer to drive them so you know they'll be safe.

Warn them of the effects of alcohol and how drinking too much can hurt or even kill them. Promote responsibility.
Your question could also mean you want to steer them away from alcohol altogether. But, that is a decision they will have to make for themselves.

uh, I guarantee if you tell them not to drink, they will anyway... thats part of the glory of turning 21. Just make sure they have someone to drive them home, and take care of them if they are sick.

Try to live your own life as an example. Don't tell someone they should do this or dont do that. We are creatures of free will. Let the person decide for themself.
