People are selling these 'Joke' newspaper front pages on ebay as birthday gifts.I would like to do this but can find the software and dont know the best place to look( strangely couldn't find it on ebay.

You mean Desktop Publishing software, there are some freeware versions available. Try
www.computeractive.co.uk and use their Search.
Or else you could use the Text tool in an image editing programme. The Gimp is legal freeware
www.gimp.org
Or you could design it in html in a table, make the table the same colour as the background. If you know the code you can use notepad.
You can get free fonts from
www.wantedfonts.com
The printing would be the problem, I assume you'd need an A3 printer.

Use something like Microsoft publisher. Get the font the same as the newspaper! Then you have to print on at least A3 - so maybe getting the right printer will be your biggest problem. Good luck - there in money in it.

You can use a program like MS word to do simple designing, or you can use Scribus http://www.scribus.net/ to do more complex newspapers.
