nothing too new like a 1990-1995 you think i can get me one under $5000?

Shouldn't be a problem to find one under $5000, you might even be able to find one more recent than a 1995 for that. You should be able to find some locally by checking in an Auto Trader magazine--you can usually pick them up in convenience stores.
My first Wrangler (and first car, actually) was a used 1990 and I did really well with it. I think I paid $7000 for it and that was over 10 years ago, so you shouldn't have a problem finding one for a good price. I also loved that the engine was incredibly uncomplicated and I had no problem working on it myself when I needed to.

I have a 1989 wrangler and its a great vehicle however i would look long and hard for the right jeep.
you might fine a nice cj-7 or cj-5 also.

Yes. You can buy them under $5,000.00. None of them are nice in my opinion. They are terrible vehicles. Rough ride, poor handling, horribly unsafe in a crash. Bad gas mileage. High insurance rates etc...But some people (mostly immature young men) seem infatuated with them.
