I think when God told Moses "thou shall not kill", he was talking to men, not Himself. I'll take it you mean Satan when you refer to the devil. Actually all of the "fallen angels" are devils, with Satan as their leader.
Going by the logic and reasoning of your question, if God is all powerful why did he allow Satan to become evil in the first place? Obviously he has the power to control all things, right? Yes he does, but God does not want a world full of robot zombies, so he gave us all (and the devil) free will. We all are free to chose, and God will not interfere. Instead, he gives us direction and hope, and warning. Personnally, I think the world would be a boring place with the total absense of evil. Without it's stark contrast, how could one appreciate the beauty of goodness? It's like the spoiled kid who gets everything he wants, soon all those "things" are meaningless to him. But if the kid gets what he needs (not what he wants), and is made to work for the rest, he will appreciate them more.

God's big enough that He doesn't have to worry about the devil. He didn't create the devil as the devil. God created him as one of his highest angels, and it was that angel's choice to violate God and be condemned forever. God's worry is whether YOU will chose Him, or His fallen Archangel, as Satan is often called. His concern is for YOU, and His gift of freedom of choice is for all of us, always, including the consequences of that choice. God Bless you in your choosing.

it's for our own good, in my experience He's pretty smart i wouldn't try to question His ways, He loves us and knows what he's doing, so trust in Him. besides it's like the principle of yin and yang, with out all the bad where would the good be? if you never felt hunger pains, when would you know it's time to eat. one major purpose we are here is to choose. why would God put us on earth without agency, that wouldn't seem very nice of Him.if there was no satan no one would know sin or be able to choose it. thats why he let satan become satan, it's all part of His plan. and His plan is for His children(us). well i hope this helps a bit. chow!

god and satan balance out the equation. if satan destroys god, or vice versa, the equation may become unbalanced and the universe would be thrown into a state of chaos due to the power vacumn and the unbalanced equation. god is satans opposite, and satan is gods opposite. its like 5 is the opposite of -5.
