First you will need to check the quarantine requirements for the country you wish to take the cat into. Some countries require up to 6 months quarantine for incoming small animals. You will need a health certificate/passport from your vet.

Hmm, you have no records for this cat. That's sad. You should have been taking good enough care of this cat to get it checked out by the vet when you first got it and to have gotten it vaccinated. That's why they don't want it in their country. It could carry disease.

my cat is an outdoor cat he is 15 he never had a shot never went to a vet other than neutered..he is fine and well cared for

If you have your vet records that show they are vaccinated you should be able to. You need to call customs I think?

go to the vet and get her shots and records they will let you with a vets record..
