You need Adobe Acrobat Reader.

There are several free trial version of programs out there in the market that will let you decrypt a .pdf file. Downloading adobe would not help you in any case you need the password from the creator of the document. Just search in google to find some of your options. Just note that some of those trial program do not decrypt the entire file but just give you an overview of the file.
