After i lost 25 pounds dieting, i think that it is too small, but if toning will just make it smaller than i dont want to bother. any tips?

Generally speaking, training a muscle will result in some growth. In women it is usually smaller than in men.
I would suggest getting a personal trainer and telling them your goals to make sure you engage in a resistance training program safely and effectively.
Assuming you were not able to do so you can follow these guidelines. If you are looking for hypertrophy (growth) in the glutes you have plenty of exercises from which to choose. The widely excepted glute busters are squats, leg press and lunges. Additional isolation exercises are great but will not build muscle like the prior mentioned exercises.
If you are just starting use sets of 2 with reps between 10-12. Do all of these exercies together on one day and do the workout twice per week. Do 2 sets of each of the glute busters mentioned above. The 10th-12th rep should be difficult but manageable.

Feel free to add any isolation exercises that you may know at the end of the workouts. Try to stay around 12-15 reps with the isolation exercises and add resistance if they become too easy.

After your first 4 weeks add a 3rd set and do sets of 12-10-8 respectively. Adjust weights if you become stronger so that the final reps of each set are a manageable struggle. After 8 weeks add a 4th set and do sets of 12-10-8-8. After 12 weeks add a 5th set and do sets of 12-10-8-10-12.
After 16 weeks (4 months) look in the mirror and behold. You will have to do a maintenance program to retain the new muscle. You could continue your week 4 program for maintenance.
