"How long" greatly depends on when and how you are traveling!

From Rome, you have to get Naples and then take a ferry to Ischia from there (see links). Rome-Naples by car could be three hours (again, it depends on "when" you travel!), it would be about 200km by train, ie a couple of hours.

Notice that from June to September, Ischia has limitation on private cars.

A personal suggestion: ask to at least two travel agencies if you are in a hurry. Otherwise, DIY: check ferry timetable (links) and manage to be in Naples by train in advance.

Train from Rome to Napoli Centrale station. Then either foot or city bus to Beverello Port, from which you can take a ferry or hydrofoil to Ischia. Several different boat companies service the route.

You would probably be best served by taking a train from Rome to Naples (1.5-2 hours) and then taking a Ferry to Ischia. I don't know how long it takes onthe Ferry (or hydrofoil), but the one to Capri (hydrofoil) took 30-45 minutes.
