Those with faith in Jesus Christ have Him as the Lord of their life. Through His power we are forgiven from our sins and are delivered from judgement. These Christians are compelled by love to resist the devil and powers of darkness, and through Christ's power are successful. They will inherit the kingdom of God and salvation. Without Christ a person is completely vulnerable to the schemes of the devil as well as his own desires that are contrary to the Will of God in your life. They will ultimately perish in the lake of fire for eternity. Who has more control over man, therefore, is completely determined by wether the man (or woman) chooses to have faith in Christ as their Lord.

There is no devil. There is a god, who has no control.
So to answer the question, neither. Man has complete control of himself.
and to add my unwarranted opinion. People should stop blaming the outcomes of their actions on either God or the devil

That depends on who you let rule your mind. I don't give the devil time any more to finish a bad thought. Now, I shut it off, before he makes me think it or say it.

If the bible was even remotely true, "Satan" is the God of the earth. He was given dominion to do whatever he wanted, including inspiring books, performing miracles, pretending to be God (or his "son"), or whatever else he wanted to do.
People who worship the God of the bible are worshiping Satan.
But, the bible is nonsense so it doesn't really matter.
Supernatural entities, includings "God(s)" and "Satans," do not exist in fact.

the Bible calls Satan the Prince of this World, but he can't do anything that God doesn't let him. a good example of that is the story of Job, specifically Job 1-2.
