Here is wikipedia's explanation.
The term déjà vu (French: "already seen", also called paramnesia) describes the experience of feeling that one has witnessed or experienced a new situation previously. The term was created by a French psychic researcher, Emile Boirac (1851–1917) in his book L'Avenir des sciences psychiques (The Future of Psychic Sciences), which expanded upon an essay he wrote while an undergraduate French concentrator at the University of Chicago. The experience of déjà vu is usually accompanied by a compelling sense of familiarity, and also a sense of "eerieness," "strangeness," or "weirdness." The "previous" experience is most frequently attributed to a dream, although in some cases there is a firm sense that the experience "genuinely happened" in the past.
I have my own hunch which revolves around the idea that certain parts of the brain which conduct different tasks are sometimes out of sync. This can lead to some signals being confused and parts of your brain are on catch-up, leading you to believe that you have experienced it before.
Sort of like brain lag

The term déjà vu is French and means, literally, "already seen." Those who have experienced the feeling describe it as an overwhelming sense of familiarity with something that shouldn't be familiar at all. Say, for example, you are traveling to England for the first time. You are touring a cathedral, and suddenly it seems as if you have been in that very spot before. Or maybe you are having dinner with a group of friends, discussing some current political topic, and you have the feeling that you've already experienced this very thing -- same friends, same dinner, same topic.

It's Deja Vu - already seen. Some psychologists believe that it is the firing of particular neural networks that have previously been triggered by similar events...like a hazy memory event.

its a feeling of having felt the same feeling previously!!! for example as a child you might have visited a place and that place gave you a particular feeling.but later in life you may not remember the place at all,but still feel the same way as you did long ago.its got something to do with your brain cells.

It is when a tear in the space time continuum temporarily connects you with a parallel universe in which identical events are taking place. It often gives one the impression that the event has already happened. (or so my Pokemon tell me)

Some say it's a brain misfire, others say it's a very fleeting glimpse back into the life you set out for yourself before you were born!

Didn't you just ask that? (kidding)
That is when you experience something, and it feels like you have done it before - Or visited a place, and felt like you've been there before.
I've had that feeling and it is very strange.
