While you obviously have some specific source in mind, I haven't a clue of what, but here are my considerations in three summarizing expressions.
Criticism is primarily a process of (a) definition, (b) exhibition, & (c) referral.
(A) A criticism defines the act, pieces of the act, consequences of the act, components of the act, or alternatives to the act.
(B) A criticism is an exhibition of the act. It retells with highlights, lowlights, and "critical" (as in important) features of the act.
(C) A criticism is drawing attention, as with exhibition, to the act for the purposes of comparative evaluation. It is good for these reasons, so if these reasons are compelling, go for it. It is bad for these reasons, so if these reasons are inhibiting, then don't bother with it. Then the criticism is judged by comparative strengths. If the good aspects are better than alternatives, or if the good aspects are better than the detracting ones, then it is worth perpetuating the act. Otherwise, then it is worth fixing the act. Otherwise, it is good closing the act.
