Borrow old photos and albums from family members. Starting with her parents or grandparents, build a history of her life by scanning the photos. Set it to music, using some of her favourite songs and songs that fit the theme of the pictures being shown. (For example, I used "Grandpa tell me 'bout the good old days" (Judds) when showing the old black and whites of my grandparents parents, and "He Ain't Heavy, he's my brother" (Hollies) when showing the four boys growing up.)
I did this 15 years ago using a video camera, and put it to VHS tape. My uncle just had it put to DVD, and the whole family still watches it and is moved to tears. It would be so easy today with the latest computer technology!
It's nice to be able to gather around and watch a "slideshow" of your family life and laugh and cry together.

Honey, if you have that kind of budget, you could take her out for a nice massage and then to a very good restaurant. She deserves it, right? I would definitely stay away from the candles and figurines. She has enough of that.
Not sure if these things will bring her to tears but I believe they are very good suggestions.
If you could find a very old photo of you and her, even if it needs restored, do it and put it in a very nice frame and give it to her. Maybe that will bring some tears to her. Then take her for that massage and to dinner somewhere special. I wish you Good Luck in whatever you decide.

Well if she lives in Canada you can apply for a commemorative congratulatory messages. There are several levels but for age 75 you can get them from the Prime Minister, the Premier, the Member of the Opposition and the MLA. It is a FREE service for citizens 75 years and older. You can find the general information on any provincial government web site under commemorative or congratulatory certificates. They usually require a minimum of 9 weeks notice. My mom turned 75 two years ago, and I got her that. She was quite impressed to get a birthday wish certificate from the Prime Minister, Premier, MLA, etc. It was very well received and the envy of her senior group friends. In BC the site is: http://www.protocol.gov.bc.ca/protocol/prgs/congrat/form/request.htm
It's worth it! and as it's free, it leaves you lots of $ to get her something to go along with it.

Does she have another relatives??? Like a brother/sister that lives in other state or a bit far??? It's her health good enough to let her make a trip??? If it's OK....talk to that relative and pay a visit! Tell your grandma that you are going some place else and then surprise her!
OR
If she doesn't have any more relatives...what about someone else? like a childhood friend or a classmate or her best friend?
My idea is to give her the chance to encounter people she loves but doesn't see regularly...either she goes to them or they come to her... to blow some candles!!! Take tons of pictures and create some new fresh memories!
OR
If non of them can travel... ask them to send letters (with pics) and help her remember the best moment they had together!
OR
If not travelling is possible...
Buy her a nice new dress...Invite her out to the best restaurant in town to have a super fancy dinner ONLY the two of you. Call first to the restaurant and ask them to surprise her with a bday cake!Don't forget to TELL her: "Thank you and I love you"
Best wishes and congrats to both of you! (Like the Beatles once said..."all we need is love")

Create a memory quilt. There are a couple of ways that can be done, or they can be combined. Use fabric from clothes that mean something to her (wedding dress, husband's favourite robe, child's favourite shirt or dress) to make the quilt. Or, photo transfer family pictures onto fabric and use that. Still another way, make a signature quilt with very basic squares and have people important to her sign the blocks.
If you sew at all, or know anyone who does, it's possible. Plus, the time that goes into it is far more valuable than the money.

Have family/ friends attach pennies vertically to a birthday card that's blank on the inside. Next to each penny have them write a good or humorous memory.. Or, if you have a large group get one penny each and put in a cute container.
Keep track of the count so that the total won't exceed 75.
Find a Romance cruise that feature romance novelist. She will get to meet authors and have a cruise experience. If, she would hate a cruise, book her in a hotel to attend a romance writers convention!

You could find a nice bed and breakfast somewhere close by depending on where you live.
Or give her a gift certificate to a day spa.
If there is a theater, you could see about buying a season ticket package where she'd get a seat for several plays over the coming months. (I would buy her two seats so that she could pick someone to go with - maybe you!) Or on the flip side if she likes a particular sports team, buy her a season pass to that.
Hope you figure it out!

i agree with the other suggestions and recommend a scrap book with the pictures as well as a framed one of the two of you. Also the memories statement by you for the back. Are there any other relatives. ask them each for a letter to be put into the scrapbook with a memory of grandma and give her a note in her card that she may choose where to go with you for a weekend. I think you are a lovely person and hope you both enjoy her birthday.

If you can find someone/business that can transform pictures onto a quilt, I think that would be a very touching gift. I've been wanting to do that for my siblings for years..ever since our mom passed away in 1998. The quilt will keep her warm physically and emotionally......she could look at the quilt and remember great memories. If you've ever seen "Stepmom" with Julia Roberts, then you probably know what I'm talking about. Good luck!!!!!!!!

She would love if you gave her something that didn't cost a whole lot. I mean, it is great that you are willing to spend your money on her, but really what she needs is a gift from the heart. If you are a poet, write something for her. If you like, take her to a concert or ball game and have something special flash across the screen. Be as creative as you can. Get a friend to sing her a sweet song like "wind beneath my wings". That'll really work.
