Students should be allowed to carry a cellular phone with them during school hours. To prevent disruption of class the phones should always be off. They should not use the phone unless they are on break or it is an emergency. Not a "Oh my goodness, my hair is a mess" emergency, but a true emergency. We have school violence and natural disasters, things that happen not on the average day, but a parent or guardian does feel more at ease believing that if they can find their child or reassure them. So I say allow cell phones, but be responsible. Don't disrupt the class.

For many students it provides a sense of "safety". If there is some trouble at school then you can call for help immediately instead of having to "go to the office". Another , reason is that at our school there is only 1 pay phone. Can you imagine the line if students didn't have cell phones. Plus if n emergency arises with the family outside of the school they can call and /or text and advise their child what to do.

Given clueless' spelling, I would say that she spent more time on her cell phone than she did learning. That's one against.
