Does anyone know how to get the effect of the middle picture on the link below in PS 6??

I suspect there may be more than Levels involved. Look at the difference in the blues in the swim suit and the eyes. You might start with Levels, then try the sliders in Image/Adjust/Color Balance. They'll let you change the color values in the shadows, midtones and highlights.

It's just a levels effect. She just blew out the highlights

Brighten and increase contrast.
