Go to a shelter and see which one speaks to your heart. That is the best breed for a pet.

Do some research at the links that Some Dude posted, and get an idea of what breed is compatible with your lifestyle. There's no such thing as a best breed, although there are certainly good and poor choices depending on your personal circumstances.
Cesar Milan recommends that you pick a dog that matches your energy level rather than worry about the specific breed, and this makes a ton of sense. If you are very active, find a dog that likes to go go go. If you are very mellow, choose a dog that is also mellow. Mismatches in energy level cause more frustration than anything else.

The proper breed of dog for you can only be answered by you.
I do have some advice for you though.
It's very important to explore the different breeds as it relates to your living conditions and your lifestyle. Some dogs require more activity then others and it really depends. Jack Russells are hyper, Cockers and dalmatians don't do well around small children.
I've been breeding dogs for over 25 years and had great success with the 13" tri-colored beagles. Beagles give you allot of down time as they like to sleep, but the males tend to be very vocal. Having a beagle means you will be up at the crack of dawn and will have to not be bothered by the howling.
They are great lover dogs, enjoy you lap, will sleep with you and warn you of any intruders much faster then the best alarm system. They love to run, then to sleep. Easy carefree dogs.
They don't really suffer from many health issues and I've had great luck with them.
Think about the grooming needs of your new friend in advance and ensure you are willing to commit to the needs of your dog. Beagles only need a bath occationally and keep an eye on their ears. A maltise for example require much more grooming.
If you think in advance and don't pick the breed only on looks, you and your new friend will enjoy a long life together. If you choose the wrong breed for your lifestyle, you are setting yourslef up for dissapointment and dooming the dog to the "pass off" life - which sucks.
Good luck

The best breed for me is a Newfie. The best breed for you is one that fits YOUR lifestyle. A Beagle would drive me nuts. I can't stand the barking, the digging, the running. I can't stand the boundless energy of herding breeds.
You need to examine your requirements for a dog and see what kind fits that. If more people did that and didn't get a dog based on what they look like, there would be lass dogs at the pound.
A mutt is great, but it still depends on WHAT the predominant breed is. The LabXPit........couldn't have it!!!!!!!! Just because it is a mutt, doesn't mean it will work for everyone.
Do some research and then chose wisely!!!!! You could have to live with the decision for 15 years!!!!!!

It really depends on what kind of dog you want. Big, Small, lots of hair, little hair? If you want a big dog I would reccommend a Labrador they are great all around dogs. Great with kids and all people, other animals, going out like in the car or the beach. They are awesome dogs. Down sides are they shed a lot and they can be very hyper. But...if you train them they calm right down. I have a black lab and he's the best dog I've ever had. Also a German Shepard. Another great all around dog. Terriers are terrible dogs. You really have to have a lot of patience with them. They are way hyper, stubborn and ridiculously hard to train. Lahso Apso's are good small dogs. Lots of grooming needs though and if you don't expose them to everything at a young age such as children they won't really like them. But if you do expose them they are great dogs. You really just need to find what kind of dog you really want. Every dog is going to have it's ups and it's downs. Good luck!

OH! don't get a beagle! You have to think about your lifestyle. Are you an outdoors person? Do you live in a house or apartment? Would you walk it a few times a day or would that get old? Do you have a fenced in yard? do you have children? Would you want to groom it? Are you allergic? These are questions you have to ask yourself. Because there are so many types of dogs out there and they each are unique in their care needs, friendliness, child tolerance, etc. some great small dogs are pomeranians (for a house with no kids), maltese, pug, Some great medium dogs shetland sheepdog (needs space to run), australian shepherd (needs space to run), portugese water dogs are adorable and make great family pets, large dogs like burnese mountain dogs, great pyrenese, are calm and wonderful. Have fun and good luck

A Mixed breed dog (also called a Mutt) are wonderful dogs. You can rescue them and save a life while getting a great pet.
Go to Petfinder.com to find a local rescue group in your area. You can also rescue pure breed dogs too.
Mutts are very smart animals and loveable.

if you are an active person and want the most intelligent dog then go with a pitbull.
you can find a real nice friend at; http://www.pitbullpress.com/
click on 'rescues' or check your local shelter. (bring treats)
i go just to keep the dogs company and friendly and hand out milk bones and other treats to those poor dogs.
