I'm not an expert on this, but I have a couple kids and what I've noticed is that all children develop differently and the spectrum of normal varies so greatly that's hard to decided what is "normal" and what is not. I'd say that it sounds like he's doing just fine. The point is that he IS talking and forming sentences. The fact that they aren't developed conversations or any variance of that isn't what I would consider to be worrisome. I think that he's making developmental progress and is using signs as part of that suggests he knows that words/sign conveys thoughts/feelings. I'd say he's OK.
My 8 year old didn't say many words until he was 3, but on the other hand my now 2 year old uses complete 3 word sentences... So all children are different. My 8 year old is a great student and is just fine... Anyway, here's a link that may be more insightful than my response...

By age 2 1/2, the average child has a vocabulary of about 600 words, by age 5 or 6 that number rises to about 15,000 words, an increase of 10 words a day. By 3 years of age, most children have all the basic tools needed to form sentences and make conversation. Most 18 to 20 month olds will use 1 and 2 word sentences. By 24 months, the longest sentences include 4 and 5 words. By 30 months, sentence length will double again. I got this out of my text book on early childhood development from school. He sounds normal, every child has such different ranges and develop at different rates. Encourage talking by repeating, reading and labeling everything.

Our son turned 2 in February and doesn't say a lot of words (10-15 plus 10 or so animal sounds). But he comprehends like crazy (hand me the yellow level, go get the dust pan, etc.) so I know his hearing is good. Our doctor isn't worried and he is now starting to "try" to say different sounds and words. I wouldn't worry at this point so long as his hearing is good.

I used to tell stories when I was 1 and a half years old. Now Im 18. But 2 years is the normal age for talking. If its a little late dont worry. I dont think it will be a problem.

I wouldn't worry about it too much. My son rarely talked when he was two, but then one day he just started talking and hasn't shut up since! :) You'll be amazed at the words he may already know. However, my son has been in pre-school for some time now so that may have added to his vocab a bit. But don't strees, you'll be wishing he'd be quiet in no time!

my son said very little till he was about 2 and a half. As long as he's not screaming for what he wants becuase he won't say it, i wouldn't worry. Nest time he does ask for something...tell him he has to say the word before he can have it. Repeat it over and over to him and even making a remote sound like you are is better then nothing, he's learning to communicate through words.

if you are at all concerned you should get you child enrolled with early intervention,
My 20 month old is speaking full sentences and can count to 10...but her cousin is 2.5 and only says a few words.....its not a problem but you can take advantage of these free federal programs.

my son said "papaw" at 8 months and said full sentences at 11 months. "go, c'mon, and i get it" are his fav. have you read the book "the rescue" by nickolas sparks? the main characters son can hear fine, and is 4 with the vocab of a normal 18 month old. you may want to look into that, its a speech comprehencion problem

well my son is 4 and he talks your head off but you cant understand a word he saying lol,main thing is dont talk baby talk to him ,and when he want something make him ask for it ..."like say the word of what he wants "

my daughter didnt start talking real well until she was around 2 and went into day care, as long as they understand what you are saying i dont think you have anything to worry about. if he doesnt go to daycare try it a few days a week, you will see a huge difference in everything he does and what he has learned
