Did Jesus teach his disciples that they could perform acts of healing? If not then why does the Apostle Paul tells us about the gifts of the spirit – healing, seeing, tongues, ect? And importantly why are today’s healers seen as fakes? Is it not possible that humans are healing other humans today with these “gifts”?

yes, Jesus told the disciples that they could heal, and they could even cast out devils.
healing still happens today. I don't think all the orginal gifts remain, as we don't have a need for them anymore (like gifts of tongues, since we have translators) but healing does still remain.
the world sees healing as fake these days, because it has be abused by T.V. preachers like Benny Hen, and few more! they have made it more about entertainment, maybe because they never had the faith to really do it.. but one day they will answer for it.

Yes,Jesus taught the disciples in that area. Some so-called healers are of the devil. Witches or sorcerers instead of healers. With the power of Pray any thing can be done.

Mk 16. 15-18
He said to them, "Go into all the world and preach the good news to all creation.
Whoever believes and is baptized will be saved, but whoever does not believe will be condemned.
